{"id":9124,"date":"2017-04-19T19:32:26","date_gmt":"2017-04-19T22:32:26","guid":{"rendered":"http:\/\/vamosporlaliberacion.org\/crpmlm\/?p=9124"},"modified":"2017-04-20T10:28:41","modified_gmt":"2017-04-20T13:28:41","slug":"un-codigo-urbanistico-a-la-medida-del-mercado-inmobiliario","status":"publish","type":"post","link":"https:\/\/vamosporlaliberacion.org\/crpmlm\/un-codigo-urbanistico-a-la-medida-del-mercado-inmobiliario\/","title":{"rendered":"Un C\u00f3digo Urban\u00edstico a la medida del mercado inmobiliario"},"content":{"rendered":"<p class=\"Parrafo-inicial\"><span class=\"char-style-override-4\">E<\/span>l C\u00f3digo Urban\u00edstico ser\u00e1 una ley clave en la Ciudad Aut\u00f3noma de Buenos Aires porque regular\u00e1 cada uno de los principales aspectos de la construcci\u00f3n y vida de la ciudad: servicios p\u00fablicos, qu\u00e9 y cu\u00e1nto se puede construir en cada parcela, la distribuci\u00f3n de la riqueza, espacios verdes, privatizaci\u00f3n de la tierra p\u00fablica, protecci\u00f3n del patrimonio, los procesos de reurbanizaci\u00f3n de villas, mercado inmobiliario y de alquileres, entre otros. El proyecto de ley, que reemplazar\u00e1 al actual C\u00f3digo de Planeamiento, fue elevado el 29 de noviembre de 2016 al Consejo de Plan Urbano Ambiental de la Ciudad (CoPUA), quienes lo aprobaron apenas un d\u00eda despu\u00e9s; un verdadero esc\u00e1ndalo teniendo en cuenta que es la normativa que regir\u00e1 la planificaci\u00f3n urbana de cada metro cuadrado de la Ciudad.<\/p>\n<p class=\"Texto-base\">El GCBA elabor\u00f3 el nuevo C\u00f3digo con desarrolladores inmobiliarios y sus t\u00e9cnicos, interesados en lucrar con la ciudad y destrabar obst\u00e1culos jur\u00eddicos. Eso explica por qu\u00e9 no se atienden los principales problemas de la ciudad: crisis habitacional, mercantilizaci\u00f3n y privatizaci\u00f3n de lo p\u00fablico, aumento de familias inquilinas, p\u00e9rdida de espacios verdes, colapso de los servicios p\u00fablicos, la sobreconstrucci\u00f3n, etc. Frente a la nula participaci\u00f3n planteada a los vecinos, organismos e instituciones p\u00fablicas, como la Facultad de Arquitectura, Dise\u00f1o y Urbanismo de la UBA \u2013cuyas autoridades se encuentran en el CoPUA y son altos funcionarios del GCABA pero no plantearon el debate en la Facultad\u2013 la Justicia tuvo que responder al amparo presentado por Jonatan Baldiviezo, abogado y presidente del Observatorio del Derecho a la Ciudad (ODC); ordenando nuevas instancias de participaci\u00f3n ciudadana, m\u00e1s amplias y mejor informadas.<\/p>\n<p class=\"Texto-base\">Desde el ODC y la Carta por el Derecho a la Ciudad, donde participan el Centro de Estudiantes de Arquitectura y Dise\u00f1o (CEADIG) y el Taller Libre de Proyecto Social, de la FADU-UBA, se vienen realizando reuniones t\u00e9cnicas de informaci\u00f3n y discusi\u00f3n as\u00ed como recibiendo propuestas para incorporar al nuevo C\u00f3digo, de modo que sea una herramienta para atender los problemas de la Ciudad: congelamiento del precio del suelo ante construcci\u00f3n de viviendas de inter\u00e9s p\u00fablico y control de precios, porcentaje obligatorio de viviendas de inter\u00e9s social en proyectos de viviendas privadas, incremento del Banco de Tierras P\u00fablicas y freno a la venta indiscriminada de suelo de la Ciudad, entre otras.
